Infrastructure construction offers an important support for the national development and it also measures the civilization degree of a country. It is a material condition for the coordinated development of the country's economy and society. However, it also constitutes the major bottleneck for economic development in many developing countries. Chinese government has always attached importance to the international exchanges and cooperation in the field of infrastructure construction and planning and actively participate in the infrastructure construction of developing countries. The Belt and Road Initiative puts much emphasis on the promotion of the connectivity of facilities, and there are broad prospects for the cooperation between China and these two countries, that is, Zambia and Malawi, respectively, in the domain of infrastructure planning and construction as well as integrated management, and the potential for cooperation are growing constantly. Under the background, the holding of “Seminar on Infrastructure Construction and Planning for Zambia 2019” and “Seminar on Comprehensive Infrastructure Management for Malawi 2019” is designed to promote the exchanges and cooperation between China and Zambia/Malawi in the domain of infrastructure construction, provide them with Chinese experience in infrastructure development strategy, provide new development opportunities for the well-being of people of different countries, let the Belt and Road Initiative deliver benefits well beyond its borders and open a window of opportunities for China and these two countries so that they can complement each  advantage for open development.

These two sessions last both for 30 days, and a total of 44 government officials from Zambia and Malawi, which specialize in the infrastructure planning and construction as well as integrated management, participated the training classes.
